Abstract

 

As the two front wars of Iraq and Afghanistan intensified in the mid 2000?s Improvised

 

Explosive Devices (IED?s) were the leading cause of casualties soldiers faced. Conventional and

 

even lighter armored vehicles were not protective against the larger more sophisticated IED?s the

 

enemy was building. The answer to this problem was to initiate a totally new type of vehicle,

 

something that was both light and comfortable on long missions and also that had the ability to

 

protect its passengers. The answer was the MRAP (Mine-Resistant Ambush Protected) series of

 

vehicles that began development in October 2006. This was a very different type of procurement

 

for the DoD as this family of vehicles eventually consisted of over 27,000 vehicles made by

 

several manufacturers. International, Oshkosh, Textron, General Dynamics and BAE Systems to

 

name only a few of the builders. Aside of the size of this procurement it was also one of the most

 

rapid moving ones with some vehicles in use in under 60 days from contract award (MRAP

 

Vehicles 2016). Each of these vehicles uses similar V-hull technology to defeat IED?s and similar

 

armor to protect against small arms fire but they each were built to serve slightly differing

 

primary roles. From the smaller lighter MATV and JLTV to the heavier MaxxPro and Navistar

 

Ambulance to the specialty Husky, Buffalo and explosive ordinance disposal trucks. These

 

varying specifications created a unique type of procurement that posed unique challenges to

 

those who managed it. The MRAP family has been credited with saving thousands of lives since

 

they hit the battlefield in 2004 (Tadjdeh 2012). This seemingly successful sounding number is

 

not without its critics however. In recent years there have been increasing questions as to the

 

effectiveness of these heavy armored vehicles as to that of the medium armored types like the

 

HUMVEE. Accusations that the program was wasteful have been based off of the very high per

 

unit cost and the over $45 billion total program cost (Rohlfs 2012). These cost overruns were ABSTRACT 3

 

partially due to an effort to accelerate the program, there were several ways that MRAPs were

 

purchased to include Indefinite Delivery Indefinite Quantity (IDIQ). In some cases evaluation

 

and standardization was deferred leading to these increased costs, but the vehicles were on the

 

battlefield protecting soldiers sooner (MRAP Vehicles 2016). In this piece we want to explore

 

how this unique procurement was managed, where did things go wrong, and what could have
