Binghamton University ECON431 Advanced Environmental Economics Case Study #3 Research projects will consist of a written case study summary and a Power Point Presentation. The written summary will consist of 4 main sections explained below and a 17-19 minute presentation. In order to write this case study, you will have to rely on different sources and references. For instance, no only you will find information on Wikipedia (which we know is superficial and inaccurate) but also textbooks, academic journals, magazines, legislation pieces, and printed or visual news. The written summary will be due on November 22nd at 11:40AM in LT1006. Late assignments will not be accepted. Any suspicion of plagiarism in these assignments will be prosecuted in accordance with BU?s Student Academy Honesty Code. Presentations will take place after the thanksgiving break. Your team has already been assigned a date to present. The policy summary should include the following components: (i) Problem statement: this should include the scope and scale of the problem with facts, data, graphs to document this. It basically should mention the bottom line identified on your sources and references. a. Example 1: Your topic is Air Quality in El Paso Texas. You could narrow your research topic to Lead poisoning in kids living near the smelting plant as a result of Asarco operations. b. Example 2: Acid Rain Program in the U.S. You could narrow your research topic to the transferability issues with SO2 trading program. (ii) Current policy situation: this should include a concise discussion of the benefits and costs of the current policy, including a discussion of how the benefits and costs are distributed across different groups within society. Who are the winners and losers under the current policy? Is this policy addressing the market failures or is it explained by political factors? (you don?t have to go into detail on this, but you could speculate a little). a. Example 1: which policies were in place that could have prevented lead exposure? What are the consequences of lead poisoning in kids? Were there any bi-lateral agreements between the US and Mexico that could have targeted air quality on both sides of the border? b. Example 2: How does SO2 allowance trading align the structure of payoffs? What would alter the structure of payoffs for pollution emitting firms as SO2 allowance trading is introduced? Can a firm trade technology to reduce SO2? (iii) Policy recommendation: In this section, you can elaborate policy recommendations to address the problem at hand. For instance, what are the anticipated benefits and costs of the policy you recommend? How would the welfare of the different groups you identified in part (ii) change as a result of the new policy? Who are the winners and losers under the new policy? Are there uncertainties over the potential costs and benefits and if so, what are these? (iv) Conclusion: a summary statement of why you recommend this policy from an academic point of view. Additional guidelines: ?
